Joint Budget Committee. The majority of correctional facilities
in the state that are operated by the department of corrections (department) have broadband connectivity to the perimeter of the facility but lack the broadband infrastructure needed to access the broadband connection within the facility. The bill creates the broadband infrastructure cash fund (fund) in the state treasury and directs the state treasurer to transfer $4,570,741 from the general fund to the fund on July 1, 2024. For the 2024-25 through 2026-27 state fiscal years, the money in the fund is subject to annual appropriation to the department to be used to install broadband infrastructure at specified correctional facilities.

from the fund to the department to be used for the implementation of the bill.
