Summary

This proposal would amend the Colorado Revised Statutes to establish a new profession within veterinary care called a **Veterinary Professional Associate (VPA)**.

Key elements of the proposal include:

1. Creation of the Profession: A new mid-level role called a **Veterinary Professional Associate** would be established.

2. Qualifications:
   - To become a VPA, individuals must hold a **master’s degree in veterinary clinical care** or an **equivalent** degree, as determined by the **State Board of Veterinary Medicine**.

3. Registration Requirement:
   - VPAs would be required to **register** with the **State Board of Veterinary Medicine** to legally practice.

4. Scope of Practice:
   - A registered VPA would be authorized to practice **under the supervision** of a licensed veterinarian.

5. Penalties
   - It would be a **misdemeanor** to practice as a VPA without an active registration, ensuring that only qualified individuals can provide veterinary care.

This measure would create a new pathway for veterinary professionals, increasing the workforce and expanding access to veterinary services.
